I wonder what his world record 100m time could have been if he hadn't been looking around during the last 30m? It was a bit strange to have one shoe untied. I suppose he could be in danger of clipping at higher power. Do you think he'd get better performance with balanced output? Maybe he needs a shorter run as well? It could depend on the track.
