I disagree. I don't see a problem with SC here. Why should an application making its own DNS queries adhere to the changes that MS has chosen to fix a vulnerability in the OS's DNS resolver? Just to make firewall rules easier to write? If _Microsoft_ wanted to force all connections from applications going to TCP/UDP port 53 to originate from a certain port range, then it would have done so.
