I think this is the URL for Device Manager, which is designed for
Windows.

I don't know if it would work under WINE or the like, as I have no
Insteon hardware myself (Greg Brown of SuperDateTime and SiriusRadio
fame wrote the Insteon support for PowerCenter). You should be able to
run SqueezeCenter + PowerCenter on a Linux system with DM running on a
Windows system -- PowerCenter merely needs to make HTTP requests to the
DM host.

There is some Linux software for some Insteon controllers (see
http://www.linuxha.com/athome/common/iplcd/ for starters), but I
haven't investigated it. I have occasional troubles with X10
(especially lamp modules), but the pain isn't great enough for me to
spend $ checking out Insteon. :-)
