Problem is that licensing rights are regional. Different entities can own the rights to songs in different regions and different laws apply in different jurisdictions. Pandora may have the licence rights to broadcast the music in the USA, but it would have to separately negotiate such broadcast rights in each country, which may become difficult. I loved listening to Pandora (like you, I managed to get it through Squeezenetwork in Australia, but that option has now been shut down).
