I would say it is "intended behaviour" rather than either of those? Not sure that much thought has gone into it. However, now there is beta playlist Party functionality under discussion, it might be a good time to have the discussion. You could either file an enhancement request on Bugzilla and see what the developers think or start a poll on the forums?
