I had a couple of .wv files laying around that I'd never put into my
library, so I just tested it and it seems to play OK. Here are some of
the log entries:

Is there supposed to be an extra pipe at the end of the tokenized
command? If I execute that same command from the command-line, it
throws an error.

Do all transcoding commands use 8.3 file names on Windows? It's
possible to have 8.3 file names disabled.
