I had this 'weird behaviour' of IRBlaster not sending the volume up signal to my amp, but I managed to get it working now, but I had to fix the volume at less than 100 in the IRBlaster Player settings screen (for example, at 80). It's seems if you are fixed at 100 level, when you press volume down, it goes temporarily to 99 level, so my theory is that pressing up cannot go above 100, so it gets stuck and doesn't send the signal.
