Ok. I managed to narrow down the problem and I have some interesting
info to share. Thanks Mike for the pointer.

I have always been starting the server manually by using SlimTray. By
starting the server this way the Plugins section is missing from the
web UI, just like what you have seen in the screen capture at the top
of this thread.

I tried starting the server using the command line slim.exe. With or
without the d_plugins option, the Plugins section appears in the main
web UI along with new menu option for StringEditor. d_plugins output
attached.

Is there a bug in SlimTray.exe?

BTW. I am trying to help translating to Simplified Chinese (China) and
Traditional Chinese (Taiwan).
