I've never been clear on what the rights are when running SC as a service under Windows, but if you can create and save playlists from within SC, then everything should be okay as far as read/write permissions go. Beyond that, I don't know what to suggest. I used the Zapped playlist a little several years ago (mostly by accident!) but haven't paid any attention to it since.
