For people asking "why" let's just say that Slim has some serious competition on their hands from Sonus, Roku and others and staying complacent is not going to get them where they need to be.
I would predict that SB3 has more integration with subscription services and possibly an all new remote control design. It makes absolutely no sense for it to be a "budget" player.
