No idea above the flac.exe :( I guess something could be up, but I've not encountered that exe before (it's never caused me any problems) so I don't know what it is or what it does :(
Another thing that happened to me, which was indeed related to the bitrate, was that I had no limit to bandwidth. I left everything at the default settings and tried to run AlienBBC - it would work for a few seconds (presumably until the buffer ran out) and then would stop. It was resolved by setting a limit on bandwidth, by limiting the max bitrate (I think). I started high, at 320, then came down until I found one that worked ok. Problem is that this should only affect AlienBBC, and not normal playback. If it's affecting normal playback, I'd say it's got to be something to do with mplayer. Any chance you can try a different version of mplayer? I have also put a copy of mplayer in this folder as well as in the mplayer folder just to be on the safe side. I have AlienBBC working at the moment, but how long it will stay like this for I'm not sure, is it possible that flac.exe is crashing? Also, I have left the DOS prompt loaded and it has set the bitrate to 0 about 100 times now, it just keeps repeating it over and over, is this right?
