Okay, that makes sense. In server 7.4, it was changed to only show wallpaper that matches the size of the screen of the device you are browsing. So that's why you're seeing all the duplicates. They aren't really duplicates, but different sizes of the same design, which is required for 7.4 and higher. I have opened an enhancement request to support tiled images of any size on all devices.
