Best I can offer is:
-  try a Xilinx reset (if same procedure as SB3....)
Unplug power, press and hold down the one (1)  button on the remote,
plug power back in (whilst continuing to hold down the one button)
-  look for loose connections on both ends of power supply
-  try a different AC outlet (possibly bad power strip?)
-  test power supply (meter?), replace if necessary

If it's a glitchy/failing power supply then the Xilinx reset may not
even start.
Beyond these things I wouldn't know what to suggest.  If support has
given up on it, maybe you should as well (replace it with an SB3).   :(
