Balloon refers to the balloon tips used by ACC. The balloon tips are the windows that appear when you hover with your mouse over the blue question marks. Balloon tips are programmed in javascript. Since ACC depends on the Internet Explorer settings it may be due to the fact that you have configured some javascript restrictions. Does this ring a bell?
