Yes the plugins Biography and AlbumReview work fine after following
the instructions.

Yes, it's Windows only. I don't know whether there are packages
for Mac,
or whether you need some development tools. But you could try to run
perl -MCPAN -e "install HTML::FormatText"
from the shell.

As the discussion in that thread indicates, though *some* of the
items in MHCPAN are Windows only, others work fine in Tiger. The
thread tells you where the items go.
And the thread shows that Biography and AlbumReview work fine -
don't know about others - once the relevant items in MHCPAN are put
in the right place.
