Normally you need an SB Controller (SBC) to configure the SB Receiver (SBR). You can't use the SB3/Classic remote control because the SBR has no infrared remote support.
However, there is a 3rd party tool (Net::UDAP) that will allow you to configure the SBR without an SBC. Check out this thread for instructions, etc: http://forums.slimdevices.com/showthread.php?t=57861. I've never used it, but many say that even though it looks daunting to a lot of people, it isn't really that difficult to use.
