That URL is for a BBCiPlayer console which would play on a browser. The playable URL for a BBCiPlayer program using Flash /Audio will typically start with "RTMP://" and even then it will only be valid for at most 7 days.
If your intention is to have a favorite where the latest "Elain Paige" program always plays - I can't answer that. I think it may be possible but I never bothered - you need to check the BBCiPlayer thread as Triode may have made a suggestion. My alternative suggestions would be to use my BBCiPlayerExtra plugin and create a Favorite for a Radio 2 Highlights or Radio 2 Most Popular.
