Any number of reasons: - their server is full (maxed out # of allowed listeners) - their stream is unreliable - bad stream formatting (mms: type streams are notoriously glitchy) - they don't bother to check their own stream - server issues with the stream aggregator (RadioTime in this example) - etc...
