Open "Network and Sharing Center" and check the line under the "this
computer - network - internet." The network type (in parenthesis)
should be "Private network." If not, "Customize" to make it so. Unless
this is so, you would have to enable "Network discovery" in the panel
below. 

Without "Network discovery," client devices are isolated, regardless of
firewall settings.
