We've only seen this occur if the temp folder that activeperl is trying
to unpack into is insanely cluttered.

It's usually either:
c:\windows\temp
or
c:\documents and settings\<username>\local settings\temp\

Clearing out either of those folders has cured this problem in every
case i've seen...

edit:  this was kevin not sean, he left himself logged in my laptop, my
