I had this issue after switching to LMS 7.7.1 and I had switched uPNP off as a plugin.
Turns out it my case I had my boom and my receiver in sync mode but I did not have them in power sync mode. So I was switching the boom off but the receiver was still on. Dropped them out of sync and switched the receiver off and WOL works perfectly again. Also you don't have squeezeplay working anywhere too do you?
