Tooltips for icons are one thing, and are usually enabled by default. The tooltips I find annoying are when I have the mouse cursor over a topic (or over the cell for a topic), and it gives me the first few lines of the first post in that topic, blocking other information I may want to see. And those tooltips are not enabled by default (in fact, I believe there's an actual plugin that makes those tooltips appear).
