I understand Radio 3 HD is extended outside the uk for the duration of
the Proms season only.  The BBCiPlayer and BBC Radio plugins support it
via an explicit entry in the special events menu.

More generally the BBC streams are restricted bandwidth outside the uk
for exactly business reasons - the BBC is funded by a license fee which
is only paid by users in the the uk and they have no source of funding
for distribution outside the uk, so they restrict bandwidth to constrain
costs...
