No I believe that it calibrates the sound level to a set reference which
I thought was normally 89db but the replaygain websites says is 83db. 

That means you can simply apply replay gain to the any new music that
you have and don't have to rescan your entire collection.

It does take ages because it performs complex calculations on the
entire file, but at least it is a one off :)

Have you checked out http://www.replaygain.org/ there is a great
section which explains in fairly plain Englsh what it does.
