Perhaps the router uses something like "wifi client isolation" ? In such a scenario the wifi client is handed an IP on the local network, but the only thing it can do is access the internet. Access to (and from ?) other clients on the LAN is filtered. Same concept as "wifi guest network" but on a machine-per-machine basis. If this is enabled, it would create the situation you see, I think. Can you grab a random computer and plug it in place of the Touch ?
