That's not disabled it's just the colour of the icon, mine looks the same.
The local search takes relatively longer because it's searching your local library, so searching for black will return songs with black in the title and songs by Black Sabbath etc etc Whereas global search will give categories to drill down so is comparatively much quicker as drilling down will narrow down the search query that needs to be done. I'm not sure I've explained that particularly clearly but hope that helps.
