Yes. I have two external 2.5" drives that work just fine powered from
the WB USB port. (They both have the option of having a PS directly
connected to the drive enclosure, but neither need it with the
Wandboard. Interestingly, one doesn't run reliably powered from a Pi USB
connector, probably due to the voltage drop via the poly fuse, but fine
with the WB.)

Yes, you can split power from the wall wart. You should be using a
2.5A-3A unit if you want to run a SATA drive and the QUAD from the same
5V PS. (Don't try this with a 1A power supply.) Picture below shows one
of my QUADs with the SATA power connector soldered to the rear of the
power inlet on the WB carrier board.

NB. And as Andrew said, stay away from 3.5" drives. (Unless you know
they are not using the 12V rail to power the spindle motor. Obviously,
you don't have a 12V rail. ;))
