I agree, it does seem that the network cannot keep up. The Belkin provides no useful stats or information about connection and transfer rates (I will not purchase another one for this reason alone). And the Network and Server Health plugin only provides evidence that packets are not arriving fast enough, not why.
Perhaps it might be possible to add to the Health plug some additional information that might help further diagnose or clarify.
