The D in DHCP is dynamic. The Joggler & Transporter need to get their
IPs from the DHCP server. Depending upon how often you reboot them the
IPs could change dynamically.

The PC on the other hand is acting as a server (LMS) so the 2 clients
(Transporter & Joggler) really need to know where to find it and ideally
the address should never change. In this case you give the PC a static
Ip address that is in the same range as the 2 others but outside the
scope of the DHCP pool.
