I have an old laptop and use external USB disks. My laptop didn't have USB 2 so I bought a USB 2 PCMCIA card, which also had the advantage of having two ports (the laptop only had one). The card cost me about £15, from memory, and was supported under Linux just fine.
With USB 2 external disks on that old laptop (~450MHz), I get perfectly acceptable performance - and my library is nearly all FLAC.
