Under fair use it means you are recording the sample (and it should
normally be just a sample not an entire track) for parody, criticism, or
other legitimate commentary.

Fair use provides no protection for arbitrarily recording protected
works for indefinite later replays, even if you have no intention of
sharing or distribution of that content.

It *may* provide protection for format shifting, I.e. ripping LPs/CDs
you own for playback by yourself on other devices in other formats, but
even that is mainly "tolerated" and not explicitly protected, it's just
the wording is unclear.
