Feel free to discuss issues in the General forum if the issue doesn't seem to belong in any of the Forums. It has plenty of feedback. Its not clear that what you are suggesting is a solution to a problem, or a solution looking for a problem.
Plenty of bugs are discussed in the various forums (Beta, General, 3rd Party Plugins, Developer). Often they are fixed based upon those reports alone, other times bug reports are more productive. There are detailed Change logs in the releases. Changes occur far too quickly with the daily builds and updates. Those living on the bleeding edge, look through the updates or subscribe to the mailing lists. There really is plenty of discussion in the bugs area. Spend some time looking through some of the bug discussions. Add yourself to the checkins mailing lists. You'll see all changes.
