After every code change I restart LMS. I'm not sure a rescan is needed. I can create a new 'simple' library with the advanced search UI that shows up immediately. I suspect either I have some incorrect or missing code in my example or LMS caches the whole thing and that's why I always get the same result. Bit of a bummer...
