OK this is interesting (to me). I can create a Chinese playlist using the PlaylistManager plugin with no problem, but like you if I create one in Foobar LMS thinks it's empty all or most of the time.
Turns out this is not a language thing. I looked at the files in an html/text editor, and found the PlaylistManager version contains 'Extended M3U' (https://en.wikipedia.org/wiki/M3U#Extended_M3U) directives like #CURTRACK 1, #EXTM3U, and #EXTURL. The foobar-created playlists just list the files. As you know we do need to export to m3u8 and not m3u to get the Chinese characters out of foobar, but in LMS we also need those directives. If you can find a plugin to add Extended M3U to foobar playlist exports, that should fix the problem for m3u8 files. I bet there's a thread on this here somewhere. If not, there's always the slow way with PlaylistManager.
