Yes you can do that. It is more responsive and can run more at the same time on the RPi4 with 2GB or 4GB of memory but the other models can also do it. I would not choose to sit for a long time in front of the 7 inch touchscreen and try to use it like a desktop computer. But using it with a full size screen along with USB keyboard and mouse is much like using an old-ish PC.
