Those site just try to play the URL you provided at the start.
There is metadata which looks reasonable but I don;t want to waste time
to try to the play the audio since you said it played on iPeng.  The
stream is a AAC stream valid encoded in ADTS which means if there is an
AAC decoder - it will play.  SB player do not support 16kHz, so
transcoding and resampling is needed but I think FAAD does not support
LTP (and similarly ffmpeg which uses libfaad)  - so transcoding will
fail. 

Where the audio is encoded  ? It is doing it is wrong.  
Have you any proof &  workgin examples that this cut down version of SAM
actually works ?
Why is it choosing AAC LTP 16khz 1 channel - instead of 320kbs  MP3 2
channel.    If necessary clear the setup as something may be corrupted.
