1. What are the best tools for implementing RG? I have and have used
Foobar and dBpoweramp for other purposes.

I use dbpoweramp when ripping (and automatically add RG album and track
tags when ripping with the RG DSP).  If I need to add/change RG tags
after ripping (purchased downloaded files, or when I have a double album
that I rip, but want both CDs to be treated as one album), I use
foobar2000 (no particular reason, I could use "convert to:  RG utility
codec to do the same thing).  Can't recall, but in foobar2000, you may
need to download and install the foobar2000 component for RG.

I use the option of track and album, with the method set to EBU R128,
and LUFS target volume = -18.  This is the dbpoweramp setting (advanced
settings in RG DSP).  In foobar2000, this is the default.

2. What is the general procedure for adding RG tags to files? 

a. Load up all your files in foobar2000, select all, then right click,
then select "scan as albums (by tags)" and let her rip.
b. in dbpoweramp, with batch converter, select your top level music
folder, so that all your files are selected, then "Convert", then select
Replay Gain utility codec from the dropdown list on the right (*not*
Replay Gain (apply), as that is not a tag and changes your audio
itself).  Then "run" to have it add the RG tags.

3. How is reading RG tags implemented in LMS? That is, how do I turn on
RG in LMS?

In LMS > Settings > Player > Audio, toward the bottom look for "volume
adjustment replay gain".  I choose "smart gain" as this uses RG ALBUM
GAIN value if playing tracks from an entire album, but RG TRACK GAIN, if
playing a playlist of tracks from *different* albums.

4. I'd like to implement RG on both the collection and album bases. Is
this supported in LMS? 

I'm not sure what you mean by this.  But with both TRACK GAIN and ALBUM
GAIN tags in your files, you can have LMS play things to try to match
volume in every song in your collection or by ALBUM level.  See my
answer to #3 above.

5. In the case of playlists within LMS, my assumption is that the
collection-wide RG tags are used, rather than treating the playlist as
an album. The latter would be good if it's something LMS does.

No, it's the former. LMS will use TRACK GAIN RG tags for playlists
(assuming songs in playlist are from different albums).

6. Will implementing RG across multiple formats work within a single
collection,using SB devices as players? I have a mix of flac, mp3, m4a
and wma (lossless) files. I'm most concerned about the m4a and wma
files. I don't want to have to convert my legacy wma files to flac, too
much trouble.

Yes, no problem at all. Just add ALBUM and TRACK RG values to all your
files regardless of CODEC.

7. How long is it likely to take to process a whole bunch of files,
probably 40k or so?  

Several hours. Can't recall it's been so long since I did this in a
batch a decade ago.  

8. Anything else I should know?

Can't think of anything.  Have fun!  And let me know if you have any
questions.  And these are just metadata tag fields.  They can't mess up
your audio.
