It is a hack to exploit a HLS specific loophole to see if 320kbps could
be delivered to non UK users who are denied access to 320bkps

597 comes from LMS HTTP 1.1 support and is generated inside the plugin
not from BBC - I suspect the BBC have noticed the loophole and have
closed it off in the same way BBC closes off VPN users from non UK
countries.
