Assuming you're talking about SQLLite, http://sqllitebrowser.sf.net. 
For ODBC or JDBC, winsql is very good:
http://www.indus-soft.com/SynametricsWebApp/WinSQL.jsp.  It has a free
version, but also has non-free versions with more features.
