Foobar and dBpoweramp are great if you're on Windows.

If you're on Linux (or happy to use the Linux subsystem on Windows) and
your collection includes a fair amount of classical music, I'd recommend
loudgain, which implements the original EBU R128 specification of -23
LUFS.

interest.

I ended up rescanning my entire library with loudgain set at -23 LUFS
(it's a nice way of stress testing your PC, too...), but for me it has
paid off: these days I hardly ever touch the volume control.
