This looks to be a Canadian station CFGO
The stream is AAC which SB cannot play natively and so needs an LMS to
transcode - if connection fails you'll probably get the "can't open file
" message.
iHeart Radio plugin is just a lookup for URL - it does not play the
station. However when using iHeart it shows there is a AAC URL and two
HLS format URLs as well

When playing the playlist - each URL will be tried in turn and so you
can get multiple error messages if they fail to play.
Rather than use the Tune-in URL (which has levels of indirection) - I'd
try the individual URLs above.
Multiple URLS are for load sharing - so it may explain the different log
messages as these URL may be overloaded.
Since you running LMS but on a NAS you could install the PlayHLS V2.*
(V1 version required ffmpeg) after adding the plugin repository URL (
http://bpa-code.github.io/bpaplugins/repo-playhls-v2.xml )
In theory HLS URL for your station may provide a better service (e.g.
128k) but I can only play the 32k variant.
