Exactly, if there is a loophole then they are legit if there isn't a
loophole then they are not legit.

Dave stated that because they are taking advantage of a loophole they
are not legit.  A loophole allows you to work around a law without
violating it.  If they are not violating the law, even if it is due to
a loophole in the law, then they are legit until the loophole is
closed.

Regardless, the term "loophole" doesn't necessarily apply here.  For
all I know, and I have no desire to research it, they are abiding by
the laws in their country not trying to skirt them via some kind of
loophole.  The "spirit" of copyright law in Russia may be completely
different from the spirit of the copyright laws in the United States or
elsewhere.

My question would be, assuming the site is completely legal in Russia,
is it legal for someone in the U.S. to use the site?  Obviously there
is very little means for getting caught.  But I'm just curious.

I don't use them by the way (which is why I have no desire to spend
much energy on the matter.)  My brother-in-law, however, just happened
to have signed on and downloaded an album from them last weekend.  His
experience was good overall although he complained the download speed
was slower than he'd like.
