There are lots of people who have used SDR on Pi4. I'm not sure of the performance - SDR means lots of processing by a CPU instead of hardware. SDR works on most radio frequencies so FM users may be a niche.

Everything is possible since it is all software. I think scanning for frequencies is one function - once scanned then you can tune into found frequencies.
