Again, that's law, not UI design. Car manufacturers are mandated to
design the CI (Car Interface) a certain way.

I think a perfect way of doing this is 2 sets of docs, the first one
just a few pages, called something like "getting started" and another
one, for once you've played for a while and want to get more into it.
