IF PSU is OK, then failing WLAN card can also sometimes have symptoms described.
A failing WLAN card will stop SB3 from working even if not using WiFi. SB3 can work without WLAN card so you can test by removing WLAN card and connecting SB3 to LMS using wired connection.
