the reload interval is simply a minimum. If there are no detected
changes in the itunes library, then nothing is reloaded.
you can also go into server settings->debugging, check d_itunes and
click change. Then click on the link at the end of the description
text at the top to open a view of the log. You'll see noted about the
periodic test for any changes with iTunes, and the details of the
reload if/when it happens.
