All PDAs run on batteries. The difficulty will be in having a single device which can control the SB (via web/telcanto in order to get album art) and other devices (via IR). Many PDAs do have IR emitters, but they tend to be weak and/or facing the wrong direction. So you need a seperate IR emitter card (they exist for CF slots) as well as IR remote software. It also means you're switching between apps depending on what you're controlling - nasty.
What _I_ would do is use something like a Nokia 770 (or a wifi PDA, but I think the 770 does a better job of the web), and then use the SB's IR blaster functionality to control the other devices through that. In my case the album art is not really important, so I use a universal remote.
