I think you'll find that the issue is distribution; SDKs and cartridges
are closely controlled by Nintendo and very, very expensive as a rule.
SDKs for consoles can be 6 figure sums for example. Until there's open
source kits, you might as well forget a native DS app, which is why
using Java or Symbian on a WIFi equipped phone might be the better
option.
