Though I can't help you with that pre/pro, I think the audio startup delay text is confusing and is probably inaccurate.
Keep in mind the SB outputs PCM through its digital outputs. Not MP3 audio, PCM. And it doesn't care where it comes from: WAV, FLAC, MP3, WMA, AAC, etc. It's all PCM. So there's no reason to delay just for MP3 - they are all output the same.
