I think it "buffers" every button click (not just the volume) just like
a computer OS stacks up mouse and keyboard events, so that no events get
"lost" when the system is  too busy to be responsive.

If it behaved the opposite of the way it does now, and only responded
to button events that it had time to process, people would be
complaining "I push a button and nothing happens!"

Either way, someone won't be happy.
